Shannon Clifford

Founder & Board Chair

Occupation: Executive Director

Relation to Todd: Wife of 22 years

Why do you serve on the board of directors?

Todd spent his adult life serving others—first in the Army, and later in law enforcement. Serving on the TCLF Board of Directors allows me to carry forward his legacy of service. I hope it thrives for generations to come and stands as a living example for our sons—the kind of example Todd would be setting if he were still here.

Jill Whitmore

Board Treasurer

Occupation: Finance Executive

Relation to Todd: Sister

Why do you serve on the Board of Directors?

Todd's entire career was in public service, and everyone who knew him, loved him.  I serve because I want his memory to stay alive, and so that his brothers and sisters in law enforcement and the miliary know that he still has their back.

Why do you serve on the board of directors?

I am deeply honored to serve on the TCLF board, carrying forward my brother Todd’s legacy of compassion and service to others. It is profoundly meaningful to me to help ensure that his spirit and impact continue to inspire and uplift the law enforcement and veterans’ community through the Foundation’s mission.

Relation to Todd: Son

why do you serve on the Board of Directors?

I serve on the TCLF Board because I want to give back to those like my dad who have given so much to help keep others safe.

Relation to Todd: Son

Why do you serve as an Advisor to the Board of Directors?

For now, I serve as an advisor to the board, but when I turn 18 I plan to serve as a voting member. I do this because I want to make sure the world remembers the kind of man my dad was and to honor him in a way he would be proud of.

Relation to Todd: Friend/ law Enforcement Co-worker

why do you serve on the Board of Directors?

I was fortunate to meet Todd in college after his service in the Army. We began our law enforcement careers together at the Lakewood Police Department.  My experience on the front lines is invaluable to the TCLF Board of Directors and to the veteran and law enforcement professionals we serve.

Board Member

Occupation:  Market Growth Leader for Colorado at ArchWell Health

Relation to Todd: Friend/Served with Todd in Army Infantry

Why do you serve on the Board of Directors?

Todd was much more than a friend—he was a brother and a fellow patriot. We spent countless hours talking about family, faith, service, and what it truly means to make a difference in the lives of others. Even after nearly 20 years apart, we picked up right where we had left off, as if no time had passed. Todd had a remarkable way of inspiring those around him, and I learned more from him than I could ever put into words.

I serve on the Todd Clifford Legacy Foundation Board for several reasons. First and foremost, I want to help preserve Todd’s legacy by continuing the work he was so passionate about—serving others with humility, compassion, and purpose. It is my way of honoring who Todd was and the values he lived every day.

Second, I believe deeply in supporting the individuals and families who sacrifice so much in service to others. They deserve a community that stands beside them.
